Being part of the Elite caption is mostly honorary, even if your channel can win in popularity as well as your videos.

Anybody can, providing you are skilled and active enough.
I, and most of the masters, check OH videos everyday to look at new possible players basis.
Upload great scores, impress us, and join us.
